Because they never did. The Death Eaters who evaded Azkaban went on to live merry lives without their lord and never tried to restore him to power. The ones who did go to Azkaban didn't have a choice: mostly, they stayed loyal to the Dark Lord and ended up in prison for that.
Following this, the new Minister of Magic, Kingsley Shacklebolt, passed it into law that Dementors would be driven away from Azkaban, no longer trusted to serve guard due to their faltering allegiance when Voldemort returned.

A theory posted on Reddit suggests Dementors were drawn to Harry because they could sense the piece of Voldemort's soul living in him. Harry is an “accidental horcrux”, created when the killing curse casted by Voldemort backfired, fragmented his soul, and sent a piece of it to Harry's body.
Azkaban gained a reputation as a horrible place, mostly due to the prison's guards: Dementors, foul creatures that suck the happiness out of the victim and cause great suffering to those in their proximity. Because of this, most of the prisoners eventually went insane and slowly died under the Dementors' influence.
Professor Lupin explains that Harry has more dark moments in his past than most people, so there is more pain for the dementors to drudge up.

Sirius was not completely unaffected by the dementors. He was able to keep himself from going mad like the other prisoners because he knew he was innocent. By keeping up that mantra and then being able to transform into a dog to escape, he was able to keep his sanity. However, Sirius was not in very good shape.
Harry Potter was particularly affected by the Dementors due to the murder of his parents, to which his teacher, Professor Lupin, assured him was "nothing to do with weakness", and that "the Dementors affect you worse than the others because there are horrors in your past that the others don't have."
However, what made him different this time was that Harry's blood meant he was no longer protected from Voldemort's touch. Proving this, he touched Harry's scar, causing him to scream out in pain.

"The reason Harry blacked out during dementor attacks is because this act of selfless love by Lily causes Voldemort unendurable pain whenever he experiences it. The main reason is that Lucius failed to retrieve the prophecy from the Ministry of Magic, put that on top of all the other times Lucius failed, and it leads to him losing any clout he once carried within the Death Eaters. Lucius did that for his own benefit - he was trying to discredit Arthur weasley.
Even at the height of Voldemort's power during the first wizarding war, I have calculated that he only had twenty-seven known Death Eaters. Twenty-seven. While that number is probably higher, it's still not one hundred thousand. I've always found those who followed the Dark Lord extremely interesting.
Although Snape may not have projected his memory of James onto Harry, he still would have been predisposed to dislike him by virtue of him being James Potter's son. Harry being in Slytherin would not have changed this fact.
Snape's fierce devotion to and love of his childhood friend Lily, Harry's mother, is the foundation of that loyalty. After Harry Potter and the Half-Blood Prince, Snape's loyalty was a matter of intense debate among the fans.

Even in the books, no canon romantic interest is ever specified for Sirius. When Harry sees him in Snape's Pensieve, a girl is eyeing him hopefully and he doesn't even seem to notice. Since he was 15 in this memory, it seems strange that his hormones weren't driving him crazy.

After rumours of Lord Voldemort's return and the increased paranoia of Cornelius Fudge, Umbridge set two dementors on Harry Potter and his cousin Dudley Dursley in Little Whinging in an attempt to get him expelled from Hogwarts for use of magic outside of school.

In Harry Potter, Riddikulus is a spell used against Boggarts. For the magic to work, you have to think of something funny while casting it. If it works, it makes the boggart take the shape of whatever you were thinking of and because Boggarts feed on fear, they're defeated by laughter.

The confrontation with a Dementor on the Hogwarts Express made Harry realize that this creature was his deepest fear in a corporeal form. The Dementors made his inner feelings of hurt and abandonment come to life, along with bringing back his worst memories.
Speaking of joy-thieves, she might have preferred to cloak herself in pink and fill her office with fluffy kittens, but Dolores Jane Umbridge was every bit as dark as the villainous figures she liked to surround herself with. Indeed, she was the one who sent Dementors to attack Harry in Little Whinging.
Harry tells Snape about "Padfoot"
Fortunately, he explains that he has no more to give her and turns to go. As he does, Harry sends tells him that "he has Padfoot at the place where it's hidden," which is meant to warn him about Sirius and the Ministry of Magic. Except this only works if you know who Padfoot is.
He may not have actually killed the same number of people, but he had a clear strategy for a rise to power and oppression - and how to stay there. Voldemort was far more evil, but Grindelwald seemed to have caused far greater damages.
Voldemort can not comprehend love, and so it destroys him to touch Harry because Lily's love for her son runs through Harry's veins and body. ems Harry burnt Quirrell's face when he touched it.
Why did Voldemort choose Harry over Neville?
However, the prophecy went on to say that Voldemort would mark the child as his equal, choosing the boy that he believed would be the most dangerous to him. Dumbledore believes Voldemort chose Harry because Harry was a half-blood, just like Voldemort.
Living by desire, he has no real life. Nor does he have any love, as Dumbledore explains to Harry. Love is the one thing that Voldemort cannot understand, which is why he is burned by the traces of motherly love on Harry's body.
